ACROSS ONE OF THE BRIDGES, NOT FAR AT ALL

A REGULATED URBAN FOREST, NOT JUST A CANOPY

Washington is one of the more heavily treed cities in the country, with a tree canopy around 37 percent and an official goal of reaching 40 percent, and the District treats that canopy as a regulated public resource rather than a backdrop. Its urban forestry division stewards roughly 175,000 street trees, and Rock Creek Park, the 1,754-acre forested valley that is one of the oldest urban parks in the national system, runs right through the city.

The thing most DC homeowners do not realize is that the regulation reaches onto private property, and that changes how tree work has to be approached here.

THE SPECIAL TREE LAW, BIG TREES, AND TIGHT LOTS

The distinctive fact about tree care in the District is legal. Under DC's tree preservation law, large trees are protected even on private land. A Special Tree, one measuring 40 inches or more in circumference, recently lowered from 44, requires a permit from the District before it can be removed, and a Heritage Tree at 100 inches or more effectively cannot be taken down at all unless it is hazardous or dead. Removing a Special Tree without a permit carries a fine assessed per inch of circumference, which on a large tree adds up quickly. So in DC the first question is often not how to remove a tree but whether you are permitted to, and getting that right before any work begins is part of the job. This is genuinely different from the Virginia suburbs, where private tree removal is largely unregulated.

Within that framework the physical work is shaped by the city itself. On rowhouse blocks and tight urban lots there is rarely open ground, so removals are climb-and-rig or crane operations threaded between party walls, alleys and overhead lines. The city's older trees include the historic elms that line ceremonial streets, still watched for Dutch Elm Disease, alongside the willow oaks that are the workhorse street oak and the scarlet oak that is the District's official tree. Emerald ash borer has moved through the region's ash, and aging oaks show the same stress-driven decline seen across the area, which is oak decline rather than oak wilt, since oak wilt has no confirmed cases in the region.

Properties bordering Rock Creek Park carry mature native trees at the forest edge, where deadwood and hazard limbs over the house deserve regular attention, and every large city tree is worth proactive pruning given the region's storm history, including the destructive 2012 derecho.
