Vienna adopted a Tree Conservation Ordinance in 2024, and the important thing for a homeowner is what it does not cover. The ordinance applies to development and land disturbance of 2,500 square feet or more, setting tree-canopy requirements and preservation obligations on building projects. It does not require an ordinary homeowner to get a town permit to remove a tree on their own residential lot. So a Vienna resident thinking about a single tree in the back yard is generally free to act, while a project that disturbs a quarter of the lot triggers a preservation plan and, where town trees are involved, a protection bond.
The town does keep ISA-certified arborists on staff, but it has noted that a staffing shortage has left it temporarily unable to conduct tree assessments on private property. That is precisely the gap a private consulting arborist fills. When the question is whether a leaning oak is actually dangerous, or why a mature tree is thinning, someone has to put credentialed eyes on it, and right now that someone is not the town.

On Vienna's older, high-canopy lots, that structured judgment is usually what stands between an unnecessary removal and a mature tree kept safely for another decade through soil and root care, structural pruning or cabling.
